A DMM. It is of a type that has no place in the market any more. It was
one of the first affordable hobbyist meters that did LC and bipolar
transistor measurement on top of all the traditional features. In
exchange for that affordability it does no autoranging. I have no way
to measure it's input impedance and right now I'm willing to be
ignorantly optimistic about it.
So I had measured the driven high output from the I/O pin to be 3.34 V
and assumed that was what the 3.3 V rail was. I was wrong. The 3.3 V
rail is actually providing 3.46 V and it was this rail I was using to
do all my previous tests. That lines up just right with the arithmetic.
