MKRELRO

Hello, since we've been discussing enabling RELRO by default in
pkgsrc on supported architectures (and this would include
NetBSD/aarch64) - is there any reason MKRELRO should not be enabled
in the base system by default on NetBSD/aarch64?

Partial RELRO is currently enabled in share/mk by default on i386
and amd64.
