rust 1.48.0 for 32-bit earmv7hf/9.0

Hi,

the pkgsrc-2020Q4 branch will contain rust 1.47.0.

For those who are impatient, and/or would like to try rust 1.48.0 on
32-bit armv7 on NetBSD/9.x, I've lined up an update to 1.48.0 and
have ("natively", although emulated via qemu) built and uploaded

ftp://ftp.NetBSD.org/pub/NetBSD/misc/he/rust-earmv7hf-9.0_STABLE-1.48.0.tgz

Somewhat surprisingly, this particular native build went without a
hitch -- no need to re-start the build this time, so the only thing
required was quite a bit of patience.  As before, this depends on a
newish version of curl, and wants packages in /usr/pkg.
