Setting CPU frequency on BeagleBone Black

There is a list of available frequencies that can be used:

$ sysctl -a | grep freq
machdep.cpufreq.cpu0.target = 1000
machdep.cpufreq.cpu0.current = 1000
machdep.cpufreq.cpu0.available = 720 600 500

However setting "machdep.cpufreq.cpu0.target" to anything other than
1000 results in a hard lockup on NetBSD-9.0. Anyone knows if this is a
bug or just not supported for this hardware?
