Jason spotted a DEBUG in GENERIC64.

Without DEBUG the system runs much nicer. System times are lower
and builds are visibly faster. System time can go up to 80-90% but
it doesn't stay high for a long time. Usually, it goes down to a
normal level after 10-30 seconds (though, it once stayed high for
few minutes).
