When setting gpu_mem=288 the panic goes away (anything <= 256 doesn't
help at all) and the last line on the serial console I see is "vcfb0
at obio0 intr 0: VideoCore (0x0)" - unfortunately, I don't have any
monitor to connect, so I am not sure if that worked...
