It means that you haven't touched to "grfconfig" tool to configure
/dev/grf3.

"man grfconfig" would be good place to start.
 
If you happen to use Picasso96 with AmigaOS you can transfer settings with
Picasso96Mode. There is a menu option that will print screenmode in form
that grfconfig expects. Picasso96Mode print out offer two versions, use
the one marked with later version, it's the only supported format.
