system messages in all windows

When 'system messages' (e.g. failed logins) are displayed while
running X in multiple windows, they are displayed in *all* windows!
However, iirc, they should only be printed in xterm windows started
with the '-C' (console) option. This doesn't seem to work properly in
twm using xterm.

Should 'system messages' only be printed in '-C' started xterm windows
or in all xterm windows?
