At what stage does it fail and how?

If your firmware denies to execute bootx64.efi (the NetBSD bootloader
in the EFI partition), you may have to change security settings in your
firmware.

If bootx64.efi fails to find the NetBSD root partition, you should see
some error messags from the NetBSD bootloader.
