please review wip/qcad?

Hi,

wip/qcad's my first package, so I haven't gone through this process before
and I don't know how long it usually takes ... I announced it was ready for
review in March and there were maybe three responses that it seemed to be
ok.  What's needed before it can be moved to cad/ ?  I'm not asking to be
demanding, only so I get a better idea how the process goes and to be sure
it doesn't fall through the cracks.

The current cad/qcad package is 1.5.4, years out of date, and really behind
in functionality.  I wonder if I should at least PR that package to change
the DESCR or something to refer people to wip/qcad, until it's appropriate
to move wip/qcad over.
