Please review erc

Hi,
I have comitted wip/erc, a full featured IRC client for Emacs, I think
its  a very popular one at this moment. Please try it out, I have some
unresolved issues with it such as it
 still not being  completely pkglint clean. I find that some other
packages that include emacs.mk also show the same errors with pkglint.

On the other hand, it works fine without issues.
