My point is that unless the author grants a license which clearly
permits something, we code NO_*_ON_* to prohibit it.  So we are simply
not in the business of interpreting intent.

If someone grants permission to distribute verbatim copies at no charge,
then that knocks out NO_BIN_ON_* due to derived works not being
expressly permitted, and NO_*_ON_CDROM due to no permission to charge
for copies.

The way you asked them to use a clear license is exemplary, and ideally
we'd ask authors of all packges that have non-standard and unclear
licenses to resolve the situation, but in practice this is a lot of
work.
