  different definitions of "free" tossed around, so does the Makefile
  need a LICENSE= line?

A quick read makes it seem pretty clear this is not Free, and not Open
Source.  So putting text from the pdf in a file, as Roland suggested,
sounds good.  It may also need RESTRICTED; I didn't read enough to see
if putting source/binaries on CDROMs sold for a reasonable copying fee
is permitted.
