openjpeg -> jasper

[Thomas Klausner <wiz%netbsd.org@localhost>]

Hi!

In July, openjpeg declared that their code is unsupported:

https://github.com/uclouvain/openjpeg/commit/06bbae8b5d5e57f8c28fe862b80a9464b320e314

The other main open source JPEG 2000 implementation in C is jasper. It
had a release this year and still looks maintained.

For that reason, I'll take a look at switching some software that
supports both from openjpeg to jasper.
