Since the file is there and in distinfo:

# ls patches/patch-fsdev_file-op-9p.h
patches/patch-fsdev_file-op-9p.h
# grep patch-fsdev_file-op-9p.h distinfo
SHA1 (patch-fsdev_file-op-9p.h) = 1cf9f8602dca42b82f3d10e67c9bcd6aa971c7cc

I'd ask the bob maintainer for help...
