Yeh, I'm dreading this. I think the only sensible option is to import 2.4.x as a completely new package, to be absolutely certain that users do not accidentally get upgraded to a version that completely breaks their mail systems.
2.3.x should stay for as long as it proves useful, and to give time for people to plan and migrate their systems, either to 2.4 or to something else entirely that won't break things.
