This sounds like you've unpacked a bootstrap kit over the top of an 
existing install, and ended up with two conflicting directories in the 
pkgdb.  If you use an OmniOS 'pkgsrc' zone you don't need to install the 
bootstrap kit, one is already provided.

You should be able to remove /opt/local/pkg/pkg_install-20201218 and 
then run pkgin -f update.
