Not having these deps installed leads to errors of kind:

Can't locate TeXLive/TLUtils.pm in @INC

(and on installing TLUtils):

Can't locate TeXLive/TLConfig.pm in @INC

etc.

I guess these dependencies are needed in the Makefile.
