Yes, the pkgsrc guide (pkgsrc/doc/pkgsrc.txt) explains how to make
packages, and converting e.g. emacs30 to that will probably be quite
easy, especially when you take hints from wip/emacs-git.

wip always targets pkgsrc-current, not the stable release.
