Comitter Request -- wip/newsraft 0.23

Hi all,

I've updated news/newsraft to version 0.23 found in wip. If anyone is
able to commit this to -current it would be grealy appreciated. The
update came out not too long after we imported newsraft and I hadn't
set up, ironically, newsraft to get the releases RSS feed for it's
releases!

If there are any issue, please let me know!
