Expat 2.6.2 released, includes security fixes

Expat 2.6.2 has just been released.

Main motivation for the release is the security fix for CVE-2024-28757.
If you could point the right contacts of yours to the new detailed 
call-for-help banner in the Changes file, that would rock — thank you!

If you have patches for Expat that are still required with version
2.6.2, please send them my way so we can get them included with a future
