rust jupyter kernel

Hi,

For those interested in Rust on NetBSD and in, I suppose, big data.
FWIW, I was easily able to build https://github.com/evcxr/evcxr/ - the
REPL and the jupyter kernel installation - under 10.99.10 (aarch64 so
far) using rust 1.75.0 from wip. I just had to remove three lines from
,,.sig-1.0.0/src/ffi.rs - it tried to use three nonexistent in
10.99.10 defines.
