I was able to build those packages. Probably you need to re-build
at least libtool-base, cmake & meson. Maybe other things.
(I did a full build of all packages as I always do when upgrading xcode.)

Hm, odd. When I've upgraded my system (macOS, Xcode) I run a script called "rebuild_pkgsrc.sh", which as its first step renames ~/pkg to ~/pkg.old, then it rebootstraps pkgsrc, copies the new mk.conf to mk.conf.orig and then copies ~/pkg.old/etc/mk.conf to ~/pkg/etc/mk.conf, and then builds all my regular packages. I ran into these issues while running the rebuild script.

I checked to make sure there's no out-of-pkgsrc libtool, cmake or meson laying around, and restarted a fresh rebuild.

Not sure it should matter, but just out of curiosity: Are you on x64 or arm-based hardware?
