Not yet.  I had only barely begun a pkg_rr run.  "lang/rust" was built
from source immediately prior to building "devel/cargo-c".

I have re-started pkg_rr with "cargo-c" and "libimagequant" marked to
be excluded (-X) and revisit the issue once everything else buildable
(I'm looking at you, mplayer) has completed.
