The workaround I've been using: when building cmake, pass
CMAKE_PREFIX_PATH to the bootstrap script.

In devel/cmake/Makefile:

CONFIGURE_ENV+= CMAKE_OPTIONS="-DCMAKE_PREFIX_PATH=${PREFIX}"

and patch the bootstrap script:

 # Run bootstrap CMake to configure real CMake
-cmake_options="-DCMAKE_BOOTSTRAP=1"
+cmake_options="-DCMAKE_BOOTSTRAP=1 ${CMAKE_OPTIONS}"
