netbsd-9/i386 vs. pkg_rr: Cannot process pkdbdb



While running pkg_rolling-replace on my netbsd-9/i386 build host, I
noticed the following:

rr> audio/audacious - audacious-4.0.5nb2 < audacious-4.1
pkg_admin: var_set: can't open temp file for '/usr/pkg/pkgdb/audacious-4.0.5nb2/+INSTALLED_INFO' for writing: Permission denied
pkg_admin: Cannot process pkdbdb
rr> audio/audacious-plugins - audacious-plugins-4.0.5nb3 < audacious-plugins-4.1nb1
pkg_admin: var_set: can't open temp file for '/usr/pkg/pkgdb/audacious-plugins-4.0.5nb3/+INSTALLED_INFO' for writing: Permission denied
pkg_admin: Cannot process pkdbdb
[...]

Of course, I'm running as a non-priviledged user and the +INSTALLED_INFO
file and the <foo-pkg> directory are normally only writable by root.

When I ran the same on my netbsd-9/amd64 (and netbsd-9/sparc) host(s),
there were no such issues.
