"writing manifest file" step takes too long for python packages?

Curious why 'make package' appears to take too long (several minutes),
appearing stuck at the following step, as an example for youtube_dl, but
this may be happening with more python packages:

  writing manifest file 'youtube_dl.egg-info/SOURCES.txt'
