The best source for version comparisons is doc/VERSIONS.TXT

     2.6.1      18.1.12   6.12.1
     2.6.0      18.0.12   6.12.0

So 18.0.13 is something between 2.6.0 and 2.6.1

So it wants 2.8.1:
