Xfce 4.12

Xfce has been updated to 4.12, thanks to tremendous work by Youri
Mouton and the NetBSDfr folks.

This is a significant update from the previous pkgsrc version of
4.6.2, and whilst Youri has done a large amount of testing prior to
commit across a number of different platforms, there may be some
fallout, so please let us know if you see any breakage.
