update net/dhisd to 5.5

I've imported wip/dhisd-5.5 for candidate updating net/dhisd.
Please review it, if you have time.

The reason in wip, not by direct update is I'm not sure
following line (in patch-ab), should be under ${PREFIX} instead ?
