question about mkisofs

Hi,

    I am a chinese student , I learned about cdrtools ,and I have a  problem , Can you help me , thank you .  I build it with cygwin , there is now error , but when i use the mkisofs , it has a error like this:

    Setting input-charset to 'UTF-8' from locale.

    Unknown charset 'UTF-8'.

    Known charsets are:

   mkisofs: Installation problem: '$INS_BASE/lib/siconv/' missing.

that is why? I want your help , thanks a lot.
