send-pr or web form to log issues?

I have just logged a PR using send-pr command.

Had entered my email ID in from and reply-to fields

Waited for a while though don't see the pr reflecting in PR database. Also
did not get any acknowledgment mail etc.

Is send-pr the right way to file a PR?

(The PR was about offlineimap checksum mismatch. Will discuss it on
separate thread.)
