estd when running with fewer CPUS

On a two-core Thinkpad T61, I booted with -1.  I normally run estd.
Here's what sysctl showed:

$ sysctl -a|grep freq
machdep.tsc_freq = 2194736390
machdep.est.frequency.target = 27200
machdep.est.frequency.current = 27200
machdep.est.frequency.available = 2400 2200 2000 1800 1600 1400 1200

I killed estd and set the frequency to 2200, my normal target maximum.
I'm not sure where the bug is...
