textproc/libxls: Update to 1.5.2

Changes:
 - Fix character transliteration on Windows when iconv is not present
   #66
 - Make C++ test conditional on having a C++11 compiler
 - README: Add links to language bindings (and an OSS-Fuzz badge!)
