Various issues with package.

1. Package will not build if LC_ALL=en_US.UTF-8
=> Replacing python interpreter in bin/* bin/bootstrapping/*.
nbsed: RE error: illegal byte sequence

(Because * includes a binary file which is not valid utf-8)

2. Package is incompatible with all python versions.
Attempt to use default python:
ModuleNotFoundError: No module named 'imp'

Attempt to use python3.11:

ERROR: gcloud failed to load: module 'collections' has no attribute 'MutableMapping'
