pkgsrc/mk/compiler.mk describes USE_CC_FEATURES as "This is used to (optionally) install a newer compiler than provided by the system, or to skip building the package." If the alternative is to skip building the package, in what sense is it "optionally" installing a newer compiler?

This language is used in USE_CXX_FEATUERS and USE_ADA_FEATURES as well.
