 I have been investigating a bit further. It seems that readline 8.3 has 
 a bug that breaks octave:

 I have just applied this patch to
 
 /usr/pkgsrc/devel/readline/work/readline-8.3/input.c
 
 after doing "make patch" (sorry, I do not know how to apply canonically 
 to pkgsrc):

 I recompiled readline and "make replace".
 
 Now I can write characters in octave prompt.
