Feedback received, thanks. I'm able to reproduce this in a fresh
installation I applied to an 11.99.1 machine (and some other, more
minor but also annoying things with the UI acting weird). I'd fixed a
fundamental issue with the xfce4-desktop package back in January, but
there's something else that either I missed or has appeared since, TBD.
