I believe that this is a bug in proj, and have updated proj in 
pkgsrc HEAD with patches.

Please
  - update pkgsrc
  - make replace in proj
  - run proj tests (after proj has been replaced!)
  - make package in qgis

and let me know how it went.  I expect that proj tests are slightly troubled,
but that qgis will build.
