 ghc98: fix PR 58379
 
 Add -D__STDC_NO_ATOMICS__ to CFLAGS per upstream recommendation
 to disable AVX-512 support.
 
 Fixes build on at least NetBSD systems with AVX-512 CPUs.
 Enabled unconditionally since there are reports that this also
 causes problems on other operating systems.
