 The same 2023Q4 bootstrap on Darwin and NetBSD 9.3 is working without issue.
 
 Following up after extensive confirmation, devel/rcs fails in 10.0 RC2
 (also go and rust block other packages, but I'm not documenting them)
 cannot find any reason to believe this is a pkgsrc issue. There is
 no useful additional information in the earlier part of this email thread.
 
 The NetBSD hardware is Synology DS1821+ with 64GB ram installed,
 and vendor VMM (virtual machine manager) hypervisor has been used
 in various configurations, for a few years with NetBSD 9.x, no issue.
 In a standard (Linux) hardware profile for 10.0 RC2 evaluation we have
 consistently this (obscure) devel/rcs issue and the unusual base make
 vs bmake behavior (more later).
 
 To reduce the problem to as few factors as possible, each
 os install is plain vanilla, no X11 (initially I did minimal,
 with an additional step of adding comp sets). Initially the
 LOCALBASE and source were on nfs, but final testing
 was exclusively local /dev/sd0. The result was devel/rcs
 fail, as below with 10.0 RC2 and no issue with 9.3.
 (Additional 2023Q4 9.3 and darwin working packages
 also fail in 10.0 RC2, notably with go or rust
 dependencies, but quite a few packages work
 in 10.0 RC2 without issue.)
 
 Besides the rcs build issue, there was an odd base make
 behavior, even with fresh pkgsrc, this source was used to
 bootstrap the bmake path and demonstrate the rcs issue.
 
 With bmake and base make on local device, expected behavior.
 With pkgsrc copied to nfs, bmake works as expected but base make
 continuously loops with the error "cd: can't cd to .."

 The 10.0 RC2 occasionally has this in dmesg but it is presumed unrelated:

 For a closer look, I tried to build strace, but that build
 fails multiple issues, see pkg/57834: sysutils/strace
 and a binary package is not available.
 
 The following devel/rcs build and the base make observation
 is about all can offer at this time
