 I'm not entirely following your issue, because there should be multiple
 sites tried in turn for downloads. It shouldn't fail on the first
 attempt. I see the same pattern (the package isn't available on all the
 specified download sites), but it eventually finds one that's
 accessible.
 
 The ultimate fallback source is meant to be a cache of distribution
 files on NetBSD infrastructure itself. I can see the package is present
 on ftp.netbsd.org.

 /ftp/pub/pkgsrc/distfiles
 morden$ ls -l mysql-boost-8.0.24.tar.gz
 -rw-rw-r--  1 pkgmastr  netbsd  290263082 Mar 22  2021 
 mysql-boost-8.0.24.tar.gz
 
 Are you saying in your case it's only trying to fetch from one site and
 then failing? That would seem to be a local configuration issue, if so.
