pkgsrc-2021Q4 fails to release the binary package of tigervnc.

Reason is that it depends on package xkeyboard-config which is dropped
from the binary release because of:

NO_BIN_ON_CDROM="Package set is using native X11 component"
NO_BIN_ON_FTP="Package set is using native X11 component"

The package didn't have such a restriction in 2021Q3. It probably
gained this due to this extension in the Makefile:

+X11_BUILTIN_NAME=      xkeyboard-config
+.include "../../meta-pkgs/modular-xorg/avoid-duplicate.mk"

Build pkgsrc-2021Q4 and see that tigervnc package builds but is not
released.
