During a package bulk build the package devel/deepstate failed to install
as during the install phase it tries to download files from https://pypi.org.
This fails due to missing CA certificates in the build environment.

The required files are from https://pypi.org/simple/pysmt/. The package
apparently lacks a dependency.

A package build should never download additional files during build or install.
