 Well, it was a recent tool dependency update that caused this breakage,
 but not Perl, rather, itstool's py-libxml2 dependency. (I'd forgotten
 MATE had moved from intltool to itstool.) With py-libxml2 2.9.12 we now
 end up with a segfault parsing that particular file where we didn't
 before. Given itstool's history of this sort of thing, it's likely it
 isn't handling some new error condition thrown by py-libxml2, but I
 haven't had time to debug this (help is welcome here), hence the
 workaround.
