  I've a couple of things to note here.
This is not an issue with the xfce4 meta-package, specifically. Nor does
  it relate to Xfce packaging in general. The xfce4 meta-package builds
  successfully on NetBSD 9.0. (I've done so recently, and I haven't seen
  any failures noted in the bulk builds, either. My setup doesn't have
  anything special in mk.conf that would pertain to this build, and I
  imagine -- though I don't know for sure -- neither would the various
  bulk builds.)
It's unclear to me whether this and pkg/54966 are effectively
  duplicates. Both appear to reflect specific local issues that are
  affecting X11-related packages, and neither are reproducible for me.
  (I'm using "base" X11 in all my NetBSD installations, never "modular".)

Dave, and what was your pkgsrc version when you did the build on NetBSD 9.0? I was doing it with 2019Q4. Had to change to modular Xorg since I got compilation failures. Looked like it was looking for /usr/X11R6 path however on NetBSD 9.0 x11 sets create /usr/X11R7
