 For information, I successfully built lang/python38 in a pbulk sandbox. 
 I noticed that my mk.conf when I got the error contained:
 ABI=                           64
 PKGSRC_COMPILER=               clang
 CC=                            clang
 CXX=                           clang++
 CPP=                           ${CC} -E
 CLANGBASE=                     /usr
 that was not in the mk.conf fragment used with pbulk.
