 I have reproduced on below:

 DragonFly v5.3.0.18526.gd0cad-DEVELOPMENT #0: Mon Sep 17 20:41:06 JST 2018

 I have no idea but a few point.

 # bmake install
 => Bootstrap dependency digest>=20010302: found digest-20160304
 ===> Skipping vulnerability checks.
 WARNING: No /usr/pkg/pkgdb/pkg-vulnerabilities file found.
 WARNING: To fix run: `/usr/pkg/sbin/pkg_admin -K /usr/pkg/pkgdb fetch-pkg-vulnerabilities'.

 => Generating pre-install file lists
 => Installing gem into installation root

 So, somethine wrong on generating rdoc files phase.

 And with ktrace(1),

 # ktrace -di bmake stage-install &
 [1] 191256
 dragonfly# => Bootstrap dependency digest>=20010302: found digest-20160304
