I submitted a bug report to the bind developer for the ISC bind 9.10 version from the pkgsrc. TicketID: #462

the answer: thank you for reporting the bug with us.  I am sorry, but BIND 9.10 has reached end-of-life, so we would need you to reproduce the issue with either BIND 9.11.4 or later (9.12.2 stable, or 9.13.2 development).
