Hello john,
I have just committed a similar patch that you proposed.
I have also noticed that since wget 1.19 libidn2 is needed
for IDN/IRIs support (instead of libidn) and adjusted that
as well.

Can you please try with net/wget/Makefile r1.137 and
net/wget/options.mk r1.10 and let us known if it fixes the
issue?
